The best time to workout is after eating 1 or 2 meals 3-4 hours after waking up, at 11:00–1:00 for people who wake up at 7:00. However this can be an inconvenient time. You can also Work out in the morning for a few weeks, then try noon, then early evening. It will help you in muscle gain.

If your sleep deprivation is not chronic and you feel that it hasn't sucked the life out of you yet, it should be fine to exercise for a maximum of 30 minutes. DON'T do high intensity, long duration, or even heavy weight lifting exercises.

For your best health, your waist should be less than 40 inches around for men, and less than 35 inches for women. If it's larger than that, you may want to talk with your doctor about what your next steps are, including losing weight. You can't spot-reduce your waist, or any other part of your body.
