Figure out your caloric use and eat less than that, and you will "lose weight".

If you lose it at a nice 1-2 lbs a week it'll help minimize the bagginess, be glad your young. It gives you skin more elasticity.

Milk is full of natural sugars. If you drink a lot of it, you will gain weight, and it can also cause digestive upsets.
No, drink a glass a day for the calcium, but it won't help you lose weight. You are better off with water.
